## Statement by the Planning and Building Control Directorate of the Department of Local Government and Environment.

### Df 05/136

#### PA 05/2110: Supplementary Planning Application to address Reserved Matters land at the corner of Johnny Watterson’s Lane and Ballanard Road, Douglas, Isle of Man.

### Introduction

1. This statement, on behalf of the Planning and BC Directorate of the Department of Local Government and Environment, is for consideration by the person appointed to report on the application to the Governor in Council.

### The Development

2. The application addresses those matters Reserved by conditions (3), (9), (11), and (12) of the approval granted in respect of PA 04/965.

3. These conditions relate respectively, to the following matters –

a) Condition (3): detailed design of the junctions between the estate roads and Johnny Watterson’s Lane. b) Condition (9): detailed landscaping scheme. c) Condition (11): details of the surface water run-off disposal arrangements. d) Condition (12): details of external finishes.

Conclusions

4. Condition (3): The Highway Authority has recommended approval, subject to a single condition of a standard nature. The layout includes sites for a bus shelter (which would constitute Permitted Development). The details are satisfactory in all respects.

5. Condition (9): The submitted details include a tree survey (identifying those to be removed), detailed planting proposals, and a specification for the sod banks. Hard landscaping details are included in the Schedule of External Finishes. The submitted details are satisfactory.

6. Condition (11): Subject to the receipt of further technical details, the Drainage Authority has advised that it is satisfied with the proposals.

7. Condition (12): The materials specified in the submitted schedule, when used as indicated in the drawings, would result in pleasing and appropriate buildings which would sit comfortably together and in the landscape.

Recommendations

8. It is recommended that the application should be approved subject to the conditions suggested by the Highway and Drainage Authorities.
