## Ramsey Rugby Union Football Club And Community Sports Pavilion

### Background

Ramsey Rugby Club Community Sports Pavilion was opened in December 2003. The building’s primary purpose is to provide changing, bar and catering facilities to the club for its main objective, which is the playing and promoting of rugby union football in Ramsey and the northern parishes.

The costs of running such a building are high particularly for a small club like Ramsey and wherever possible, the Club has looked to increase its income to assist in meeting those costs. This is always subject to there being no conflict with the building’s main purpose.

The Club is a registered charity and all club members involved in the running of the building are unpaid volunteers.

The clubhouse is a new, clean modern building. It has free and easy parking, disabled access, toilets, showers and a fully equipped kitchen as well as a bar. The Licensing Court strictly controls club events and a special licence has been obtained for certain club events. The bar itself is however kept securely locked when not in use and this allows the Committee to hire the facilities without the bar being open. The Committee would like to permit the hire of the facilities to club members and members of the public, subject to certain conditions.

The Club Committee felt it appropriate to provide details of the types of use the building has seen in the last 12 months in the daytime. (Please see attached sheet).

As can be seen from the list, daytime use is minimal. The main user being the Government through the Department of Tourism and Leisure and their Manx Sport & Recreation organisation. Their walk and talk programme is tailored for retired adults and is intended to help them keep fit and active. Participants meet at the clubhouse and walk around the Mooragh Park Lake under the supervision of a Manx Sport & Recreation employee before returning to the clubhouse for tea and coffee.

The committee has also been asked if they would hire out the facilities during the school holidays, starting at February 2006 half term. A local nursery school want to provide a holiday club for primary school age children. This facility is desperately needed in Ramsey. The club would be used as their base in the daytime with outdoor activities in the park and visits to local sites on the island. The position of the clubhouse within the park is ideal for such a venue, and it is far enough from any local residents. Also the times the building would be hired would not clash with any rugby club fixtures or events.

We therefore require planning permission for community use during the daytime.

The Committee are more than happy to provide any further information, which may be required.
