### Reasons For Refusal:

1. The replacement of the existing sliding sash windows with plastic framed casements would neither preserve nor enhance the appearance of the property which would be contrary to Planning Circular 1/98 and would cause serious harm to the visual amenities of the streetscene.

2. This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
