### Officer's Report

The site represents the curtilage of the existing Creg Malin Hotel which is presently closed to business. The building is a prominent one within the CA on the promenade and is within an area designated as Mixed Use on the Peel Local Plan.

Previously a scheme for the refurbishment and extension of the premises and conversion to flats was refused - PA 05/0670 was refused on the basis of the appearance of the extension and was without prejudice to the submission of an application just for the conversion of the existing building to flats.

This application proposes the conversion of the building to 4 two bedroomed flats and the provision of 13 on site parking spaces. The plans are dreadfully presented - some still have the extension shown and there are two, different first floor plans. Defer for consultation.

I have now had the plans explained to me by the applicant. The proposal does not involve any extension of the existing footprint or floorspace. The existing window openings to Walpole Drive will be re-opened and a staircase added on the car park side together with a new spiral staircase, the installation of dormer windows in the elevation facing the brooghs creating a new floor of accommodation in the existing roofspace. New windows are to be installed in the existing doorways on the front elevation and the existing window openings lengthened in the elevation of the rear part of the building which faces the car park. I think a little more information may be required to satisfy me that this proposal is acceptable in detail.

The parking spaces are arranged at the rear, accessed from Walpole Drive (5 in total, probably serving flats 3, 1 and on espace for flat 2) and at the side and rear of the side elevation with flats 1 and 2 on the basement and ground floors, flat 3 at the rear of the building and 4 at the front of the first floor and 5 and 6 on the second and third floors, which have already been approved under 04/00152. This makes a total of 6 flats with 12 parking spaces. The tandem spaces (of which there are 6) can be allocated to individual flats as suggested by the DoT.

I see little if any adverse impact from the proposal which renders an existing building more useful and with a much better chance of appropriate upkeep and maintenance and less likelihood of inappropriate signage.

There is a recommendation for approval from the CO.

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the conversion of the existing building to four apartments as shown in drawings 5207/1, -2, -3, -4 and -5 received on 2nd August, 2005.

C 3. Each pair of tandem spaces (1 & 2, 3 & 4 and 5 & 6) must be allocated to a single flat.

C 4. No approval is hereby granted to any of the proposed new doors and windows whose details in the submitted plans do not satisfy the Planning Committee that they would be appropriate. The applicant must have approved by the Planning Committee further details of all windows and doors and sectional details of the frame sections of each. The applicant is advised to consult the Conservation Officer in this respect prior to the submission of this further information.

N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
