### Officer's Report

The property is an existing residential property which lies on the eastern side of Patrick Street opposite Station Road.

Previously planning permission was refused for the replacement of the front windows with casements (PA 05/0781). Prior to this planning permission was granted for plastic framed windows in the rear and in the dormer.

The existing windows are interesting in that they contain coloured glass in sliding sashes (top two fifths) in the first floor and what look like fixed lights in the lower floor.

Defer for CO's comments. There is no information regarding the refurbishment of the existing and whether this is possible, in compliance with our policy 1/98 although this was not stipulated in the previous refusal as it should have been if this was what we wanted.

Conservation Officer's report

7 Patrick Street is located within the Peel Conservation Area. The property currently retains its painted timber sliding sash windows to the first floor including coloured glass, very much in an Edwardian style. Of interest here, is that its adjoining neighbour also has the same windows.

There is no evidence appended to the application regarding the condition of the existing windows. Clearly we would prefer that repair and overhaul is perused before the windows are changed complete with Grant Assistance up to 50%.

The front door is interesting but probably not original: it looks like a later style.

Recommend refusal.

The replacement of the existing windows would be contrary to the Department's policy to retain and restore original windows, as set out in Planning Circular 1/98 and the general conservation policies within Planning Policy Statement 1/01. There is no information submitted with the application to satisfy the Planning Committee that the existing windows cannot be refurbished, for which grant assistance may be available.
