### Officer's Report

The application seeks approval for the conversion of an existing garage into an additional habitable room within a semi-detached dwelling in Onchan. The property was previously extended through PA 03/01597/B.

Onchan District Commissioners have objected on the grounds that the proposal does not permit the provision of at least one car parking space behind the building line, as required by the Onchan Local Plan. Given that a number of nearby properties have already done similar conversions and that the

properties driveway is capable of accommodating four vehicles I would suggest that this is not something which could be sustained as a reason for refusal.

The Fire Safety Officer has commented that the means of escape are unsafe. As this is not a material planning consideration I have to advise that it cannot form reason for refusal. However, I do recommend that the applicant is made aware of their concern via means of a note.

I recommend that the planning application be approved.

C 2. This approval relates to drawing no.s 2003/11/01, 2003/11/03, 2003/11/05 and 2003/11/07 date stamped the 13th May 2005.

N 1. The applicant is advised that the Fire Safety Officer recommended refusal on the grounds that the new playroom would be an inner room that was accessible only via the utility room meaning that the means of escape in the event of fire may be compromised. It is recommended that this arrangement is examined and possibly addressed by internal alterations.
