### Officer's Report

The site represents a vacant industrial plot located on the western side of the road from Mill Road to the power station.

Proposed here is the erection of a new industrial building which will be 12.2m by 15.7m and 6m to the ridge. The use of the building would be for the maintenance of motor vehicles, replacing the

applicants' existing premises on Stanley Road. This plot is a much better location than the predominantly residential area in which it is presently located.

Department of Transport Highways and Traffic Division has objected on the basis of inadequate parking provision. No site plan has been provided but it would appear that the site could accommodate 6 or so cars alongside the building (between the building and the road): the space to the north of the building will be required for getting vehicles in and out of the building.

More information on the amount of vehicles which would be generated by the business for customers and staff would be helpful along with clarification of the status of the blue land alongside: would it be possible to use some of this land for parking?

The applicant has had further discussions with the DoT and the DTI and has submitted a further plan which shows the building turned through 90 degrees and the possible future development of the land to the south east has been shown, indicating that the site must be managed properly and parking controlled to enable access to this future plot. 7 spaces are shown to the side of the building and four behind. The building has its main access to the adopted highway with a 6m setback therefrom allowing vehicles to get out of the building and access the parking spaces without encroaching onto the public highway.

The applicant has confirmed that they repair motor cars and light vans.

There is no longer an objection from the DoT (see letter dated 29/6/05).

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the erection of a building for the maintenance of motor vehicles as shown in drawings TJ/1/05a and TJ/3/05 received on 20th May, 2005.

C 3. There are high and low voltage cables within the area: the applicant MUST contact the MEA to discuss this and working practices to be employed regarding these cables during building operations.

PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
