### Officer's Report

The site represents part of the south eastern corner of field 524037 which lies within the group of dwellings known as Ballaveare.

The site is designated on the 1991 adopted Braddan Local Plan as Open Space. However the plan identified a number of settlements which were considered suitable for further study to examine the

potential for further residential development. One of these was Ballaveare and a number of dwellings have been approved as a result (see "Cherry Tree Lodge", "Out of Africa" and a new dwellings to the rear of "Ballaveare").

Planning Circular 2/92 confirmed this and made provision for further dwellings in such areas where the development would not extend the curtilage into the countryside, would not represent the infilling of valuable green open space within the settlement, could be satisfactorily served in terms of infrastructure and would not prejudice the outcome of any study. As the study has been undertaken in the form of the emerging plan, this last point could be said to be satisfied.

The emerging Braddan Plan considered this, as well as other settlements listed and concluded that there was potential for further development on the application site although the other area, between "Hampton Manor" and "Glengarth" was promoted by the Department but rejected by the Inspector.

Proposed here is the principle of the erection of a dwelling on the site. The site is only part of the area designated as Proposed Residential on the emerging plan although there is roughly the same amount of land again remaining, leading to two dwellings in this field. The emerging plan suggested that the site would be suitable for up to 5. The density of development as proposed in this application is comparable with that of "Fuchsia Cottage" to the north east and the properties opposite.

Whilst the Society for the Preservation of the Manx Countryside and Environment has objected on the basis of prematurity of the emerging plan, they have ignored the provisions of the existing plan and Planning Circular 2/92. On this basis I feel that the application is acceptable. There are no objections from Braddan Parish Commissioners or any neighbours.

The applicant has provided a sketch of the type of house he wishes to erect. It is a large but traditional dwelling which would fit in comfortably in the settlement. "Fuchsia Cottage" is a greatly extended property which started life as a small bungalow.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.

C 2. This approval relates to the principle of the erection of a dwelling within the area defined in red on the plan "A" received on 9th February, 2005.

The application for reserved matters must demonstrate that a safe means of access to the site can be provided with visibility splays of 2.4m by 215m in both directions together with parking within the site for three car parking spaces and manoeuvring space to enable a motor vehicle to be driven in and out of the site both in a forward gear.

The property must be designed with traditional detailing: the sketch included in the application represents a satisfactory design.
