### Officer's Report

The site represents a vacant piece of land on the western side of Four Roads, between the roundabout and Port St. Mary railway station.

Previously, under PA 01/1239, permission was granted for the erection of a dwelling attached to the existing dwelling to the south. Now proposed are alterations to the proposed dwelling. In particular, this proposal now involves:

the front door being elevated with steps leading up to it a different front door and surround a window in the side elevation is now being omitted and the remaining three widows are to be rearranged at ground floor level two windows are to be inserted at basement level three new windows are to be introduced at first floor level in the side elevation a full width annex at the rear is to be introduced at a higher level.

None of these changes is unacceptable or unneighbourly and there are no objections although the Commissioners point out that the application should be a new one, not one for amendments. I think they have misunderstood the application but I have arranged for the application to be re-advertised as "erection of dwelling (amendment to PA 01/1239)" which should clarify the matter.

The applicant has also clarified that the surface water will be channelled to a new soakawaynot to the sewer as stated in the application. The Commissioners also query whether there is suitable structural engineering input into the proposal to ensure that the stability of the existing dwelling is ensured throughout the works. This should be taken care of in the Building Regulation application.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the erection of a dwelling as shown in drawings AT 501.1 Rev 2 and AT 501.2 Rev 3 both received on 21st February, 2005.

C 3. There must be no discharge of surface water to the main foul sewer.

N 1. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.

N 2. The Planning Authority assumes that all the appropriate qualified engineering advice is obtained prior to the excavation proposed to create the accommodation proposed at basement level.
