### Officer's Report

A4 to the north of Glen Mooar.

AiP was sought under PA 04/842 to convert the existing barns to living accommodation. It was also proposed to create a new access track alongside the existing off the highway. The application was refused for the reasons set out below.

There is in the application insufficient information to demonstrate that the farm buildings are redundant and structurally capable of being converted to residential use without harm to the character and appearance of the buildings. The development is therefore contrary to the policies set out in Planning Circular 3/89 "Renovation of Buildings in the Countryside."

Note.

This is without prejudice to an application which includes evidence of agricultural redundancy and a structural survey of the building group to establish it's integrity and suitability for conversion.

Note.

In so far as the scheme proposes a new access to the building group, this access falls outside of the red line identifying the site and thus cannot be considered as part of this application. It should be noted however that such a new access is likely to be considered unwarranted and undesirable given that the sightlines that would be achieved would not permit vehicles to emerge safely.

Advice was provided to the applicant two years ago which suggested that the Planning Committee would be minded to approve a scheme if it complied with Circular 3/89 'Renovation of buildings in the countryside.'

This amended application seeks AiP for the conversion of the barns only. A structural survey has been provided which includes recommendations relating to the works that are likely to be required.

Even though the existing access is relatively poor when exiting on to the road in a southerly direction, the proposed conversion would secure the future of the barns which are worthy of preservation. A single dwelling is considered acceptable.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.

C 2. This approval relates to drawing numbers 0421/2/2 and 0421/2/3 and the supporting structural survey submitted on 5th August 2004.

C 3. This approval relates to the conversion of the barn group to a single dwelling only.

N 4.

The reserved matters application should be prepared in line with the policies set out in Planning Circular 3/89 'Renovation of buildings in the Countryside'.
