### Officer's Report

The application seeks approval for the erection of two farm dwellings and the refurbishment of an existing stone barn for garaging and workshops within a group of farm buildings in Maughold.

Until lapsing on the 23rd August 2004 the site had approval in principle for the conversion and extension of the agricultural buildings into four dwellings through PA 01/01873/B. Whilst the buildings have fallen into a state of disrepair the majority of the fabric of the buildings remains and as

a result the site contains a significant amount of buildings. The application is accompanied by details of the applicant's land ownership and an structural engineer's report.

Maughold Parish Commissioners object to the proposed development on the grounds that they would prefer to see the renovation of the buildings and believe the buildings to have a preservation order on them within the conservation area. However, the Commissioners are factually incorrect as the buildings are not subject to any preservation order and are not within Maughold Conservation Area.

SPMCE recognise the trade off between the previous approval for four dwellings and what is no proposed but raise concerns about the size and style of the proposed dwellings. They do however express support that the applicant is attempting to do something with the site rather than just letting it fall into further decay.

After discussion with the applicant the Department of Transport Highways Division raise no objection to the proposed development subject to the imposition of a condition.

I would suggest that the proposed development needs to be judged on the basis of its pros and its cons. On the negative side the proposal sees the demolition of a number of buildings on the site and could be viewed as not being strictly in accordance planning policy. On the positive side the proposal will result in a site currently detracting from the countryside being tidied up, a proposal of a lower density than what was previously approved and the site does contain more than the equivalent of two dwellings. On balance I believe that it is preferable to allow the development to proceed so that the site can be tidied up. Accordingly, I recommend that the planning application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to drawing no.s SC775/PL/10-01 rev. A, SC775/PL10-02 rev. A and SC775/PL/10-03 date stamped the 17th August 2004 and drawing no.s SC775/PL/10-04 and SC775/PL/12-01 date stamped the 16th March 2005.

C 3. Prior to the commencement of development a drawing that defines appropriate residential curtilages for the two dwelling must be submitted to and approved by the Planning Authority.

C 4. No other development shall commence until the access with the adopted highway, including visibility splays, has been set out and established to the satisfaction of the Planning Authority.

N 5. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.

N 6. For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.

N 7. For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.
