### Officer's Report

The application seeks approval for the erection of a conservatory at first floor level on the rear elevation of the Elim Church in Princes Road, Ramsey.

I consider that the actual impact of the proposal would be limited as it only overlooks the back lane and rear of some properties. Nevertheless I suggest that it is appropriate to condition obscured glazing to limit the impact on the residential dwellings. Apart from that I cannot see any reason why the application should be refused.

Whilst not a material planning consideration I have doubts regarding the actual viability of the proposal. I have discussed the proposal with Building Control who advised that the structural alterations would need to be extensive, probably expensive and require Building Regulations approval.

I recommend that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the location plan date stamped the 2nd June 2004 and composite site and elevation drawing date stamped the 24th September 2004.

C 3. The glass in southern elevation of the conservatory must be glazed in frosted glass so as to avoid the potential for an unacceptable level of overlooking. The level of obscuration used must be no less than level 5 as detailed on the Pilkington's textured glass range or equivalent.
