## Reasons For Refusal

### Application Ref No: 04/00697/B On Review

1. Insofar as it is possible to make a full and proper assessment of this large and significant building from the poor and limited information submitted, the Planning Committee judges that the building would be of poor unsatisfactory appearance, having little architectural merit, and including an unsuccessful mixture of incompatible and inappropriate styles; the development would thus have an adverse impact on the appearance and character of this prominent public promenade.

NOTE The amended plans reference $03 / 2521 / 1 \mathrm{c},-2 \mathrm{c}$ and -3 A represent an improvement in the approach to the design of the new building and the Committee would recommend that the applicant continue to liaise with the Planning Office in respect of the detailing and presentation of the scheme.

NOTE This review has been considered by the Planning Committee on written evidence. Any additional submissions not previously circulated to interested parties are enclosed herewith.
