### Officer's Report

The property is on the northern side of the A3/A4 junction, opposite Kirk Michael School. Permission was granted under PA00/1679 for alterations to the highway access points. Whilst this application includes alterations to the front boundary, they do not reflect the approved drawings. The works have already taken place on site.

The application also includes a rear sun lounge, alterations to two dormers and a new dormer. These are modest extensions and are worthy of retrospective planning approval.

The front boundary wall and decorative railings and balls, and pillars does have a visual impact and is quite out of place with the character of the boundary walling/hedging in the vicinity. The walling is ostentatious and would be greatly improved by the removal of the railings and decorative features on top of the columns.

The Commissioners have indicated that they are unhappy with the design so close to the TT Course, (it is currently hidden under a considerable amount of straw bales) but feel that because it has already been erected, there is little point in objecting.

This scheme should either bee refused in its entirety or approved subject to the removal of the balls and railings. It would be better however if the columns were lowered in which case a refusal would be a more appropriate decision.

C 1 . This approval relates to the erection of a sun lounge, the repair and alteration of two dormers and the erection of a new dormer as shown on drawing number EM/1/04.

R 1 . The front boundary wall by reason of the height of the columns, decorative pillar tops and railings would represent an incongruous feature in the street scene to the detriment of Kirk Michael Village.

N 2 . This approval does not relate to the erection of the boundary wall, railings and decorative 'pincapples'. N 3 . The works must be removed inaccordance with the letter which accompanies this decision.
