### Officer's Report

The site lies towards the end of Manor Park - a linear development of substantial properties to the east of Harbour Road and Banks Howe. There are approximately six remaining plots including a very substantial one at the eastern end which was proposed for development but refused (PA 92/1591). Proposed here is the erection of a dwelling on the plot to the west. There are already two properties to the west of this which are two storey houses finished in the same brick and render detailing found elsewhere on this estate.

Proposed here is the erection of a dwelling whose access is beyond the turning head. The property is a two storey property with brick on the ground level and timber-decorated rendered walling above with a dark grey interlocking tiled roof. The appearance of the property is in keeping with the adjacent properties but the levels do appear to be too high as pointed out by Onchan Commissioners. I have requested from the applicant that he consider lowering the level.

The applicant has submitted a further plan - reference 111.9.13 which shows not a lowering of the level but an lowering of the ridge level by 0.2m. The floor level is the same as that on the plot to the west. Their argument is that the land is actually rising and to require the levels to be lower makes no sense simply because people now consider that the previously approved and constructed houses have been built at too high a level. I have some sympathy with this argument. The new properties will have a back drop of the golf course to most and are no higher than the existing housing alongside.
