### Officer's Report

The site lies on the approach to Laxey Wheel just before Manx Engineers on Wheel Hill/Mines Road. The property is a modest single storey property which has been modernised and altered sympathetically. The application is retrospective and applies to the widening of the access to enable two cars to access and park. Also there is a small area of decking in front of the property.

The principle of the car parking area is a good one to get vehicles off the roadway but the way in which the works have been undertaken is untidy with a rough finish to the hard standing and unfinished walling which should be finished by way of a gate post. I will discuss this with the applicant.

I have received a letter from the applicant dated 19th March, 2004 which advises that the work is not finished although they aren't clear about the paving - tarmacadam or block paviors would be acceptable. The finishing off of the walling with a proper gate post would finish the job off properly.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2 . This approval relates to the widening of the driveway and re-surfacing in either tarmacadam or block paviors, the installation of decking as shown and described in the photographs and form submitted on 12th February, 2004.

C 3 . The walling must be completed by the erection of a traditional gate post or pillar with coping atop.

I confirm that this decision accords with Government Circular No 57/01 (Delegation of Functions to Director of Planning and Building Control).
