## Reasons For Refusal

### Application Ref No: 04/00314/B

1. The Department's general policy, as set out in Planning Circular 3/8, is opposed to the formation of separate flats contained exclusively within rear annexes; in this instance, the general environment is poor, the outlook limited, and the approach to the flat unattractive; there are thus insufficient reasons to warrant departure from the policy.
2. Use of the proposed balcony would result in a reduction in the privacy levels at the rear of Number 28 and 32 Murray's Road.
3. This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
