# Condition Satisfaction Memo

## Department Of Infrastructure Planning and Building Control Division ### Memorandum **To:** Director of Planning and Building Control/Head of Development Management **From:** Miss Sarah Corlett, Senior Planning Officer **Date:** 15th May, 2015 **Re:** PA 14/00851/B - Creation of a primary school with associated parking, access and drop off areas, playing areas and sports pitches, along with highway works to form bus lay-bys and pedestrian crossing points and part demolition of former post graduate medical centre, Nobles Hospital Site, Westmoreland Road, Douglas ### Satisfaction Of Condition #### Description

1.1 The above application was permitted on 19th August, 2014, subject to a number of conditions, one of which stated the following:

7. "Notwithstanding the submitted details, details of external lighting shall be submitted to and approved in writing by the Planning Authority. The external lighting shall be installed in accordance with the approved details. It shall be switched off either when the caretaker leaves the building, or at 21.00 hrs, whichever is the sooner, except on parents’ evenings or other occasional school events."

#### Proposal

2.1 The applicant has submitted a plan reference MAR542/EXT/002 and accompanying lighting information all received on 13th May, 2015. This shows five new street lights erected within the public footway – four on the side of the new school and one opposite. A number of 6m high pole mounted LED lanterns are to be installed around the edge of the building, including ones directly behind 42 and 43, and 61 – 76, Hillside Avenue.

2.2 Two small LED uplighters and lighting strips are proposed around planters within the site.

#### Recommendation

3.1 The proposed scheme has been discussed with Douglas Borough Council regarding the lighting to the rear of the Hillside Avenue properties. They are content that the lights will have no greater impact than the street lighting. It is, nevertheless important that the site is appropriately illuminated and what is proposed is considered appropriate.

3.2 It is considered that the proposal satisfies condition 7.
