## Officer's Report

### 1.0 The Site

1.1 The application site is the curtilage of Lloyds Bank, 71 Parliament Street, Ramsey which is situated on the corner of Parliament Street and Christian Street. The main frontage is on to Parliament Street, however the side elevation does front on to Christian Street and there is an ATM machine on this elevation.

### 2.0 The Proposal

2.1 The application seeks approval for the installation of replacement signage on the Parliament Street elevation and the Christian Street elevation. The signage would be dark green with white lettering; the signage would be internally illuminated. This would run the length of both elevations. There would be projecting signs on both elevations with the company's logo. There would also be a wall mounted name plate, a digitally printed window vinyl and a surround for the ATM.

### 3.0 Planning History

3.1 The following previous planning applications are considered to be specifically material in the assessment of the current application: PA 04/02151/D Erection of advertising sign – permitted PA 08/00682/D Installation of illuminated signage – permitted

### 4.0 Development Plan Policies

4.1 The application site is within an area zoned as “Mixed Use – Town Centre” identified on the Ramsey Local Plan 1998. Given the nature of the application it is appropriate to consider General Policy 6 of the Isle of Man Strategic Plan (20th June 2007).

### 4.2 General Policy 6

Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:

a) Are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; b) Are in keeping with and do not detract from the surrounding area; and c) Are located so as not to cause a highway safety standard.

### 5.0 Consultations

5.1 Highways Division do not oppose as it has no traffic management, parking or road safety implications

5.2 Ramsey Commissioners have no objections.

## 6.0 ASSESSMENT

6.1 The application seeks approval for the installation of signage on both the Parliament Street elevation and Christian Street elevation. The main issue to consider in the assessment of the application is the impact upon the character and appearance of the street scene.

6.2 The proposed signage be similar in size and design to the existing signage and would not appear any more intrusive in the street scene.

6.3 The proposed signage would be of a high standard of design and would not detract from the surrounding area. The proposed signage would appear to be of a higher standard of design than a number of other signs in the street.

6.4 It is considered that the illuminated lighting would have an adverse impact on the character and appearance of the street scene; neither would it have an unacceptable impact on highways safety.

6.5 For the above reasons the application is considered to be acceptable and is recommended for approval.

## 7.0 PARTY STATUS

7.1 The local authority, Ramsey Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

7.2 The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the installation of illuminated signage as shown in drawings location plan, 50728600 1, 50728600 2 and 50728600 3 received 25th March 2013.

I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager/ Senior Planning Officer.
