## Officer's Report

### Introduction

1. This application seeks permission for the erection of illuminated and non illuminated signage on an industrial unit in an industrial area. The application is considered to be acceptable and in accordance with the relevant policies of the Isle of Man Strategic Plan.

### The Site

2. The application site is the curtilage of Unit 2, Spring Valley Industrial Estate, Braddan which is an industrial unit situated to the north eastern side of the highway. The unit is new and is at the entrance to Spring Valley Industrial Estate.

### The Proposal

3. The application seeks approval for the erection of signage to the industrial unit. The proposed development includes six types of signage, two of which will be fitted to tenant sign. These two signs will be non-illuminated.

4. The large sign to the front of the unit would be illuminated and would measure approximately 5m x 3.5m. The welcome sign above the front entrance would measure approximately 6m x 0.9m and would be illuminated. The colours which would be used are dark green and white.

### Planning History

5. The demolition of the existing unit and the erection of two retail units with ancillary car parking and servicing was approved in 2010.

6. The following previous signage applications are considered specifically material:

### Development Plan Policies

7. The application site is in an area zoned as "Predominantly Industrial" identified on the Braddan Local Plan 1991. It is appropriate to consider General Policy 6 of the Isle of Man Strategic Plan (20th June 2007).

8. General Policy 6

Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:

a) Are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; b) Are in keeping with and do not detract from the surrounding area; and c) Are located so as not to cause a highway safety hazard.

CONSULTATIONS

9. Highways Division has not commented
10. Braddan Commissioners have not commented

## ASSESSMENT

11. The proposed signage for Sign A and Sign B would be visible from the highway. They would be of the same size and siting which was previously approved under planning application 11/00145/D. In the previous application these signs were proposed to be illuminated. As part of this application the proposed signs would not be illuminated. The signage is considered to be in keeping with the surrounding area and is of a high standard of design. The signage adjacent to the highway is considered to be fairly modest and would not detract from the surrounding area. The signage would be set back a reasonable distance from the highway, it is considered that this is sufficient so as not to cause a highways safety hazard.
12. The main signage on the unit, again, is of a high standard of design. Whilst the proposed signage is fairly large it is considered that it is appropriate to the scale and design of the building as well as being appropriate to the use of the building.
13. The materials are of high quality and contribute to the surrounding area.
14. For the above reasons the application is considered to be acceptable and is recommended for approval.

## PARTY STATUS

15. The local authority, Braddan is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
