### Officer's Report

#### The Site

The application site is the curtilage of 3 Ridgeway Road, Onchan which is a two storey semi detached dwelling with additional living accommodation in the roof space. The application site is situated to the northern side of Ridgeway Road.

#### The Proposal

The application seeks approval for the installation of replacement windows and doors to front and rear elevations. The replacement windows and doors would be similar to the existing.

#### Planning History

The previous planning applications are not considered to be specifically material in the assessment of the current application.

#### Development Plan Policies

The application site is in an area zoned as "Predominantly Residential" identified on the Onchan Local Plan 2000. It is appropriate to consider Planning Circular 1/98 and General Policy 2 of the Isle of Man Strategic Plan (20th June 2007) in the assessment of the proposed development.

#### Consultations

Highways Division has not commented

Onchan Commissioners recommend that the application be approved.

### Assessment

General Policy 2 requires that proposed developments do not adversely affect the character of the surrounding landscape or townscape. Planning Circular 1/98 indicates that there is a preference for replacement windows to be the same or similar to the originals in the pattern of the glazing bars. However, provided that the glazing pattern is retained, a more relaxed approach is taken to the replacement of windows in such properties.

The replacement windows in the front elevation would be of the same design and method of opening as the existing. The windows would have a 50/50 split; therefore the glazing sections would be similar to the glazing sections of the originals.

The replacement front door would be a composite and would be of a more traditional design than the existing.

The replacement windows in the rear elevation are similar to the existing. The existing French doors in the rear elevation would be replaced with a door and a window. The rear elevation is not highly visible from the public thoroughfare, so although the windows would not have the same glazing bars as the originals it is considered that the replacement windows would be acceptable.

For the above reasons the application is considered to be acceptable and is recommended for approval.

### Party Status

The local authority, Onchan Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
