### Officer's Report

#### The Application Site

The site Ballacregga Farm, Peel Road, Kirk Michael is a two storey detached property, located on the southern side of Peel Road and south of Kirk Michael Village. The site is made up of a dwelling and outbuildings set within spacious grounds. To the south west of the dwelling is a row of stone outbuildings which have been converted to tourist use. Behind these is a modern agricultural type building. The buildings are set back from the A4 Road by approximately 100 metres.

#### Planning Policy

The application site is within an area recognised as being an area of white land not zoned for development by the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, however it is within an area zoned as being of High Landscape Value.

#### Proposal

The application proposes a small extension to the end of the row of converted stone outbuildings. This extension has been designed to match the existing building and would have similar windows. the side elevation would feature a larger set of windows. The extension would provide a sun lounge at ground floor level and a bedroom at first floor level.

#### Representations

Michael Commissioners have requested that this matter be deferred until after their meeting on the 2nd march. No response has been received to date.

The Highways Division does not oppose this application.

### Assessment

The proposed extension has a traditional design and would be in keeping with the existing building HP11 allows for further extensions to converted rural buildings provided that they do not adversely affect their character. It is judged that the proposal successfully meets this objective.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Accordingly the following parties are not granted Interested Party Status:

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 2. This approval relates to the alteration and erection of a two storey extension to converted outbuilding, Ballacregga Farm, Peel Road, Kirk Michael as shown by 10 0694 1 and 10 0694 2 received 2nd February 2011.
