## Planning Report And Recommendations [Table omitted in markdown export] ### Considerations [Table omitted in markdown export] ### Written Representations [Table omitted in markdown export] [Table omitted in markdown export] ### Consultations [Table omitted in markdown export] [Table omitted in markdown export]

### Officer's Report

#### The Site

The application site represents the curtilage of Shoprite, Derby Road, Peel. The existing store is situated on the northern side of the road with the Peel Medical centre to the west, the properties of Close Cubbon to the north, part of Peel Clothworker's School playing fields and The School House to the east and properties of Derby Road to the south. The existing building is single storey and is situated towards the eastern side of the site. Vehicular access is gained from Derby Road with additional pedestrian access being available from Mountain View and Derby Drive. The site provides parking and the existing pedestrian access to the store itself is via two ramped walkways at the western elevation.

#### Planning Status

The application site is located within an area identified as being Retail use by the Peel Local Plan (Planning Circular 6/89). Paragraph 2.1 of the Peel Written Statement states "The retail centre of Peel with the exception of Shoprite, is based largely on the sector which includes the Market Place, a section of Douglas Street, the Length of Michael Street and Atholl Place."

Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant:
General Policy 6, which states:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
- (a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;
- (b) are in keeping with and do not detract from the surrounding area; and
- (c) are located so as not to cause a highway safety hazard."

## Planning History

The following previous planning application is considered relevant in the assessment and determination of this application: 08 / 1260 / B sought approval for alterations and the erection of extensions to the store. This was approved at appeal.

### Representations

The Highways Division does not object to this application. Peel Town Commissioners do not object to this application but comment on the red line shown on the plans which identifies the site.

The owners/occupiers of 14 Close Cubbon, Peel have commented on this application raising concerns regarding the previous application to extend the supermarket and the fact that the conditions attached to that approval have not yet been discharged. They confirm that provided the proposed signage is not illuminated, they have no objection to this particular application.

The owners/occupiers of Rose Cottage, Derby Road, Peel have commented on this application raising concerns regarding the previous application to extend the supermarket and the fact that the conditions attached to that approval have not yet been discharged. They confirm that provided the proposed signage is not illuminated, they have no objection to this particular application. Additional concerns are raised about the positions of adjacent dwellings on the submitted plans.

### The Proposal

This application seeks approval for the erection of signage. The proposal relates to the building as extended ( 08 / 01260 / B ) although as yet works have not commenced on that development. Condition 4 of 08 / 01260 states: "No approval is granted for the erection of any signage which must form the basis of a separate application for Advertisement consent."

The signage would consist of five sets made up of the lettering and a circular symbol, all lit by an illuminated strip. The signage would be of timber construction.

### Assessment

It is judged that the proposed signage would be appropriate to the building and would comply with General Policy 6. The previous approval to extend the supermarket is the subject of several conditions which will require the submission of additional information to be assessed by the Planning Authority. However this application which proposes only signage is judged to be acceptable.

### Recommendation

It is recommended that the application be approved.

PARTY STATUS It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

Peel Town Commissioners The owners/occupiers of 14 Close Cubbon, Peel The owners/occupiers of Rose Cottage, Derby Road, Peel

Accordingly the following parties are not granted Interested Party Status:

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
