### Officer's Report

THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the curtilage of semi-detached dwelling that is located on the Reayrt ny Sleityn in Ramsey. The proposed development comprises of alterations to the dwelling including the erection of a two storey extension. PLANNING HISTORY

Whilst the application site has been the subject of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.

REPRESENTATIONS Ramsey Town Commissioners have no objection to the planning application. The Department of Transport Highways Division have no objection to the planning application. The Isle of Man Fire and Rescue Service recommend the installation of smoke detectors.

The current owner and/or occupant of 2 Reayrt ny Sleityn, Miss C Perry, object to the planning application. The grounds for their objection can be summarised as concern regarding the perceived loss of light arising from the proposed development, the visual appearance of the proposed extension and the perceived terracing effect arising from the proposed development. They suggest that their own future plans may be affected by the proposal and highlight possible means of extension. They have repeated and reinforced their objection in response to the submission of amended drawings.

The previous owners and/or occupants of 2 Reayrt ny Sleityn, Mr & Mrs Mohan, object to the planning application. The grounds for their objection can be summarised as concern regarding the overall level of proposed development, the visual appearance of the proposed extension, the perceived terracing effect arising from the proposed development and the perceived loss of light arising from the proposed development.

The owners and/or occupants of 4 Reayrt ny Sleityn, Mr & Mrs Creer, object to the planning application. The grounds for their objection can be summarised as concern regarding the visual appearance of the proposed extension, the perceived terracing effect arising from the proposed development, the level of car parking provision, and the potential disturbance and impact from construction. They have repeated and reinforced their objection in response to the submission of amended drawings.

### Planning Policy

In terms of local plan policy, the application site is within an area recognised as being within predominantly residential use under the Ramsey Local Plan Order 1998. There are no policies with Planning Circular 2/99, the written statement that accompanies the local plan, considered specifically material to the assessment of this current planning application.

In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.

### Assessment

The proposed development comprises alterations to the dwelling including the erection of a two-storey extension. Following comments regarding car parking provision, hardstanding and accuracy of the submitted drawings a set of amended drawings were submitted, which were advertised in accordance with legislation.

It is considered that the erection of a two-storey extensions onto the side of the semi-detached dwellings, such as the one contained within the application site, is not particularly unusual. The setting back of the extension from the front elevation of the dwelling suitably breaks up the appearance of the proposed dwelling and limits any possible overbearing impact and potential terracing effect within the street scene. What makes this proposal somewhat unusual is the existence, and subsequent partial retention, of a garage on the boundary with 2 Reayrt ny Sleityn. As this garage adjoins the garage on the neighbouring property it would be difficult, or potentially impossible, to demolish the existing garage contained within the application site. The proposed development therefore retains the garage in an abridged form. The resultant form of proposed development is unusual, but that is not considered to be reason for refusal of a planning application.

Given the orientation of the application site and the extent of the development it is considered that the proposal will not unduly alter the level of light enjoyed by the neighbouring properties. The issue of the impact of construction is not a material planning consideration and therefore cannot be taken into account as part of the assessment of the planning application.

It is recommended that the planning application.
