## Officer's Report

### The Site

The site represents part of Oatlands Farm - land surrounding Oatlands Quarry on the south western side of the Oatlands Road (B24) which links the Old and New Castletown Roads (A25 and A5). The site presently accommodates a group of farm buildings

### Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Private Woodland and within an area of an Area of High Landscape or Coastal Value and Scenic Significance.

### Planning History

The following planning applications have been submitted in respect of this site:

- PA 91/00029 - erection of four commercial greenhouses - permitted
- PA 97/0888 - extension to dwelling to provide granny flat and utility room - refused
- PA 97/1203 - extension to provide granny flat and utility room - permitted
- PA 99/1992 - extension to agricultural building - permitted

PA 00/1545 - extension to agricultural building - permitted PA 02/0469 - erection of agricultural building - permitted PA 02/2169 - erection of grain store to replace existing four silos - permitted

### The Proposal

Proposed here is an extension to the north western line of buildings, adding to the implement shed at the end of the line. Three silos will be removed to make way for the new extension.

### Assessment

The proposed extension will have limited visual impact due to its position within the site and alongside a line of existing buildings. The removal of the silos will also mitigate the impact of the new structure.

There is an objection to the application from the Manx Electricity Authority on the basis of proximity to an overhead electricity line. Defer for consultation therewith.

I have written to the applicant’s agent on two occasions - 21st August, 2006 and 18th October, 2006 and have received no response to date. As such I have no alternative than to recommend refusal on the basis that the proposed extension will be unacceptably close to an existing 11 kV electricity cable. Working in such close proximity to this cable may result in serious injury and/or damage to the cable.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

Manx Electricity Authority raise concerns which in this case are material to the consideration of the application and as such should be afforded party status.

Note: the applicant’s agent has been informed of this by letter on two occasions but no response has been forthcoming.
