## Dandara Commercial Ltd.

Erection of a building for use as business headquarters, incorporating office space, warehousing/storage space and display/demonstration space, with associated drainage works, car parking and landscaping, part of field 521895, between Cooil Road and Securicor building, Isle of Man Business Park, Braddan.

### Supporting Information

The site is an area of approximately 0.3 acres (excluding access road) located between the eastern side of Cooil Road and an existing Securicor building on the Isle of Man Business Park. It has previously been approved for Business Park use under PAs 89/04166 & 90/04155 and is included within the Business Park "Masterplan" area identified in the Braddan Local Plan. It was also within an area proposed for Business Park use in the Draft Braddan Parish Plan 2003.

Much of the site is clear of topsoil and vegetation having previously been used as a temporary builders compound (approved under PA 04/01292). An application which sought approval in principle for the creation of two commercial development plots on fields 521888 & 521895 was subsequently refused due to concerns over access (which was to be taken directly from Cooil Road) and the introduction of a car sales use to the area. Planning approval has recently been granted under PA 10/00749 for the development of parts of fields 521888 & 521895 (adjacent to the application site) with an office building and associated works, and the access road approved under that application will also service this new proposal.

It is now proposed to develop the site with a building to be used as a business headquarters, with associated access and drainage provisions, car parking and landscaping. The applicant and intended occupier of the building is Prospero Building Maintenance Ltd, an expanding local company which provides Mechanical & Electrical services to commercial customers including the design and installation of air conditioning and ventilation systems, cooling systems, alarm systems, and lighting and emergency lighting. They also offer services such as facilities management, specialist cleaning contracts and data centre design. Prospero now finds that its current multiple premises are unsatisfactory in terms of space, ease of access and business efficiency, and the proposal will allow their operation to be carried out in a single purpose built facility. The building will comprise warehousing and storage space, a display/demonstration area (for showing industrial products to commercial

customers) and office space for system design and associated administration purposes. The design of the building takes account of its location as well as the need to provide modern commercial accommodation in an appropriate setting and a design statement accompanies the application.
4. Vehicular access to the site is to be taken through the Isle of Man Business Park and not directly from Cooil Road. The building will accommodate a mix of commercial uses and it is considered that the provision of 24 parking spaces will comfortably meet the requirements of staff and any clients who may visit (the business does not attract "day to day" callers). PA 10/00749 was accompanied by a Transport Assessment prepared by Bryan G Hall Consulting Civil \& Transportation Planning Engineers, which not only considered the office development proposed at that time but also confirmed that "the traffic likely to be generated by the application proposals and by the development of the adjoining undeveloped land will not be detrimental to the safety or convenience of other road users within the Business Park". It went on to conclude that "the application proposals conform with the Policies of the extant Braddan Parish District Local Plan, the Draft Braddan Parish Plan and the Isle of Man Strategic Plan and that planning permission should not be withheld for any of these reasons."
5. The proposal will not effect the Manx sod hedge which forms the original roadside boundary to Cooil Road, which is to be retained and strengthened as part of the scheme approved under PA 10/00749. Further landscaping and planting is to take place within the site. The application is accompanied by an Energy Impact Assessment/Statement as required by Energy Policy 5 of the Isle of Man Strategic Plan ${ }^{1}$.
