TOWN AND COUNTRY PLANNING ACT 1999 The Town and Country Planning (Development Procedure) Order 2019

In pursuance of powers granted under the above Act, and subordinate Orders and Regulations, the Department of Environment, Food and Agriculture determined to REFUSE an application by Mr & Mrs Mark and Rachel Grace, Ref 25/90885/MCH, for the Minor change to 24/91380/B (Erection of a detached garage and creation of new vehicular access) widening of proposed garage and change to single garage door at Hangoside 1 The Promenade Castletown Isle Of Man IM9 1BJ for the following reason(s):

- 1. The application does not explain why the changes proposed are considered to be minor; or why they are being applied for.
- 2. It is not clear that the changes would not increase the net external footprint of the garage by more than 5% because no written external dimensions are provided.
- 3. The widening of the garage would result in the removal of part of the stone boundary wall on the northern boundary of the site. Stone boundary walls are common and distinctive features in the locality, which contribute to the character of the area. The removal of the wall at the site would be noticeable in the public domain and would constitute a new and potentially adverse impact upon the character and appearance of the area. This matter should therefore be considered through the planning application process and, consequently, the proposed minor change is not minor. Whilst the change to the garage door would itself be minor, it is not clear that this could be achieved without widening the building.
