## Officer's Report

1.0 THE APPLICATION SITE 1.1 The application site comprises the residential curtilage of Thie Drommey, Cronk Ruagh, Lezayre, which is a large two storey detached dwelling located on the southern side of the A13 and west of Ramsey.

2.0 PLANNING POLICY 2.1 The application site is within an area recognised as being an area of "Areas of Buildings for Civic, Cultural & Other Special Use' (hospital)' under the Isle of Man Development Plan Order 1982. It should be noted that since the adoption of the Development Plan, the hospital site have been re-development for residential use. The site is not within a Conservation Area; nor within an area zoned as High Landscape or Coastal Value and Scenic Significance. 2.2 Due to the zoning of the site and the proposed development the following policy is relevant to be considered:- 2.3 Housing Policy 15 states: "The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)." 3.0 PROPOSAL 3.1 The application seeks approval for alterations and re building of rear annexe to dwelling. The proposal would have no increase in floor area. The main external alterations relate to a lean-to roof erected above the existing ground floor rear annex (family room currently). This would remove the 1st floor balcony. 4.0 PLANNING HISTORY 4.1 The previous planning applications are considered relevant in the assessment and determination of this application; 4.2 Installation of six roof lights - 07/02129/B - APPROVED

5.0 REPRESENTATIONS 5.1 Lezayre Parish Commissioners have objection.

6.0 ASSESSMENT 6.1 The main consideration is whether the proposed works would respect the proportion, form and appearance of the existing property. The main works relate to the reroofing of the existing family room from a flat roof to a lean-to roof. It is considered this will be beneficial and more in keeping with the property and there comply with Housing Policy 15. All other works to the rear fenestration are minor and do not have any adverse visual impact upon the property.

7.0 RECOMMENDATION 7.1 Overall, it is consider would comply with the relevant Planning Policy as indicated within the IOM Strategic Plan. For these reasons the proposals would be appropriate in this location and therefore it is recommended the application be approved.

8.0 PARTY STATUS 8.1 It is considered that the following meet the criteria of Town and Country Planning (Development Procedure) Order 2013, paragraph 6 (4) and should be afforded interested party status:

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.

Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.

Drawings reference numbers SC13081/P/00-01, SC13081/P/00-02, SC13081/P/10-01, SC13081/P/10-02, SC13081/P/12-01 and SC13081/P/12-02 all received on 3rd March 2014.

I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control /Head of Development Management/ Senior Planning Officer.
