## Officer’s Report

1.0 Description - 1.1 The proposed application 22/00254/B for the Conversion and extension of nurses' home to provide 37 apartments and cafe with takeaway with associated car, motorcycle and bicycle parking and landscaping was approved on 31.01.2023 subject to 11 conditions, some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition (7) which the applicants are seeking to satisfy. - 1.3 The development may not be occupied or operated until details of an alternative means of fall arrest system to the roof have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details unless otherwise agreed with the Department.

REASON: In the interests of the character and appearance of the site and surrounding area.

2.0 Proposal - 2.1 The applicants have submitted details in relation to technical data for the fall arrest system, including plans and specifications, along with a duly completed AIRC form on the 22.05.2025. - 2.2 The Eastside of the building has a 68m Roof Safe system and a 27m Roof Safe system. The West Side has a 50m Roof Safe system and a 19m Roof Safe system. - 2.3 The proposed fall arrest system is a 3M™ DBI-SALA® RoofSafe Anchor and Cable System. A User instruction Manual has been provided that outlines the System Design, Installation And Other Characteristics (Anchor), the Regulations, Quality, Precautions And Exclusions (Anchor), Inspection, Maintenance, Servicing And Warranty (Anchor), Pre-Use & In Use Checks (Anchor), Instructions Following Installation, Typical Anchors (Anchor), Maintenance Check List (Anchor), Details in relation to the Cable, System Design, Installation And Fixings, Precautions, Requirements & Exclusions, Inspection, Maintenance, Servicing And Warranty, System Components and the Rescue and Emergency Procedure. - 2.4 The applicants have provided the installation certificate which states the fall arrest systems were fitted and inspected on 29.07.2024 and will be followed up by an annual inspection on 28.07.2025.

3.0 Consultation - 3.1 Consultation was made with the Planning Officer that dealt with the original application. The advice received 16.06.2025, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.

4.0 Recommendation - 4.1 In this instance of the submitted documentation and after consultation with the case officer confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 7 of application 22/00254/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
