## Officer’s Report

1.0 THE SITE - 1.1 The site is 22 Victoria Road, Douglas, a detached single-storey retail building on the east of Victoria Road, close to its junction with Broadway. The site was occupied by Winerite Supermarket and it is vacant at the moment.

2.0 The PROPOSAL - 2.1 The proposed is the installation of illuminated and non-illuminated signage.

2.2 The signage includes the red-blue logo of "TESCO EXPRESS" on the front and side elevation, an illuminated box sign, vinyl stickers on windows, a store directory on the front elevation and a dibond sign on the side elevation. The proposal also includes the blue aluminium fascia on the front and side elevation.

3.0 PLANNING HISTORY - 3.1 There is no previous application considered materially relevant to this application.

4.0 PLANNING POLICY Site Specific - 4.1 The site is within an area designated as Mixed Use in the Area Plan for the East. Strategic Policy - 4.2 The Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application:

4.3 There is no planning policy statement or national policy directive that is considered materially relevant to this application.

5.0 OTHER MATERIAL CONSIDERATIONS Strategy and Guidance - 5.1 There is no strategy or guidance considered materially relevant to this application.

6.0 REPRESENTATION - 6.1 Douglas Borough Council has not commented at the time of the report (.2024). - 6.2 DoI Highway Services (.2024).

7.0 ASSESSMENT Elements of Assessment - 7.1 The key considerations in the determination of the application are its impact on the character and appearance of the Area. - 7.2 The advertisement relates to the company occupying the building. The illumination is letters only so its impact is low. The signage and its illumination are considered to be of a standard design and materials and relate well to the building and site on which they are to be displayed and fit within the building itself.

8.0 CONCLUSION - 8.1 The proposal is not considered to harm the character of the area. It is considered to comply with General Policy 2 and General Policy 6 of the Strategic Plan. Therefore, it is recommended for an approval.

9.0 INTERESTED PERSON STATUS - 9.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013 (As Amended), the following persons are automatically interested persons:

- o The applicant, or if there is one, the applicant's agent;
- o Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material;
