## Officer’s Report

1.0 Description - 1.1 The proposed application 24/00307/B was approved on 23.07.2024 for the ground floor extension and annex. New garage, driveway and turning area. New door opening and steps to existing ground floor lounge subject to 5 conditions some of which required submission of additional information prior to the commencement of works.

1.2 This report is specific to Condition 3 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:

"C3. No development shall be commenced until an ecological master plan has been approved in writing by the Department. Such a scheme shall include details of biodiversity net gain in the form of mitigation planting, bird boxes or bricks or other mitigation item. The works shall be carried out in accordance with the approved details and retained thereafter.

Reason: To provide a biodiversity net gain due to the removal of mature hedging/trees on the site."

2.0 Proposal - 2.1 The applicant has submitted a Mitigation Plan which shows the planting of hedging comprising of Hawthorn and Beech along the West boundary of the property, new fruit tree in the North-West of the site and new trees in the South of the site. The applicant also intends to include 3 additional open faced bird boxes which they have provided an example of what they will look like. They have advised in the planting cover letter the method of planting the hedging as well as timescales for the planting and bird boxes.

3.0 Recommendation - 4.1 In the instance of the submitted Mitigation Plan, Planting Cover Letter and Bird Box plan and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient and would be considered satisfactory for the planning condition 3 of application 24/00307/B with the understanding that the works shall be carried out in accordance with the approved details and retained thereafter.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
