## Officer’s Report

1.0 Description - 1.1 The proposed application 24/91280/B for the erection of a rear extension with roof terrace, creation of temporary access and alteration to existing multi-level garden was approved on 09.05.2025 subject to 4 conditions, some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition (2) which the applicants are seeking to satisfy.

The specific wording of the condition is as follows: The temporary access hereby approved (as shown on drawing no. 003, which has been received on 12th November 2024) shall not be created until a hard and soft landscaping scheme has been submitted to and approved in writing by the Department for treatment of the area affected by the temporary access.

The landscaping scheme shall include details of:

- o details of measures to close up the temporary access (including boundary treatment);
- o a planting specification to include numbers, density, size, species and positions of all new trees and hedging;
- o the removal of any temporary surfacing and any replacement planting or grass seeding; and
- o a programme of implementation.

Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department.

REASON: to ensure the access is temporary and in the interest of preserving the character

- of the countryside.

2.0 Proposal - 2.1 The applicant's agent has submitted a detailed Site Plan, including a Temporary Access Method Statement, along with a duly completed AIRC form on the 23.06.2025. - 2.2 Drawing Titled: Temporary Access Plan & Replacement Landscaping No. 004 shows clearly the plans for the location of the temporary access to the site, it is stated that access only to be used for the duration of works. - 2.3 The plan indicates the trees, stump and scrub hedge that are to be removed and the agent has provided photographs which correlate this through the legend and images 1-5. - 2.4 The replacement trees have been indicated as: Three replacement hazel trees (Corylus avellana). replacement trees planted in the first planting season following completion of works. New infill hawthorn hedge (Crataegus monogyna) and New grass seed to match existing. Grass seed sown during first planting season. - 2.5 The Temporary Access Method Statement states: Replacement hedge and landscaping in accordance with planning circular 1/92 & 1/93.

- 1. Three number existing trees and an existing stump, as identified on the plan and photographic recorded are to be removed. Any excavation works undertaken within the root protection area must be carried out by hand with care to avoid any damage to protective bark covering larger roots. Roots larger than 25mm should only be severed following consultation with an Arboriculturalist.
- 2. A 4m opening in the existing scrub hedge is to be created to enable construction access for the duration of the works.
- 3. 'Cellweb TRP' or similar approved barrier matting system, to be installed, in accordance with manufactures details and specification to protect the surrounding tree roots from construction traffic for the during of the works.
- 4. Following completion of the works, the 'cellweb' barrier matting system is to be removed and new grass seed is to be sown during the first planting season.
- 5. Following the removal of the protective matting, the scrub boundary

- hedge is to be reinstated during the first planting season following the completion of the works.
- 6. Replacement native tree species to be replanted during the next planting season upon completion of works.

2.6 A Cellular Root Protection Example has been provided.

3.0 Consultation - 3.1 The recommending officer of the original application was consulted for advice on the satisfaction of condition. The advice received on (01.07.2025), after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.

4.0 Recommendation - 4.1 In this instance of the submitted documentation and after consultation with the relevant Department confirming that they are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 2 of application 24/91280/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
