NOTE. In this instance of the submitted an application for the discharge of conditions and a 159203-001-01 Travel Plan and after consultation with Highways Development Control, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 8 of application 17/00947/B with the understanding that following the occupation of the building, the approved travel plan shall be put into effect.

1.0 Description - 1.1 The proposed application 17/00947/B for the demolition of existing building and erection of a 72 bedroom residential care home with associated car parking, access, landscaping and highway alterations was approved on 13.11.2017 at appeal subject to 11 conditions some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition 8 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:

"Prior to the occupation of the building hereby approved, a staff travel plan shall be submitted to and approved in writing by the Planning Authority. Following the occupation of the building, the approved travel plan shall be put into effect.

Reason: To promote the use of sustainable modes of travel to work, and to reduce the demand for parking space."

2.0 Proposal - 2.1 The applicant's agent have now submitted an application for the discharge of conditions and a 159203-001-01 Travel Plan. The travel plan covers modes of travel for the staff including bus, walking and cycling as well as methods for using sustainable travel like preparing a travel information pack for the staff and the nomination of a member of staff as a travel plan co-ordinator as well as methods of monitoring and reporting.

3.0 Consultation - 3.1 The Department of Infrastructure Highway Development Control team was consulted for advice on the satisfaction of condition. The advice received on 27.02.2024, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.

4.0 Recommendation - 4.1 In this instance of the submitted an application for the discharge of conditions and a 159203-001-01 Travel Plan and after consultation with Highways Development Control, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 8 of application 17/00947/B with the understanding that following the occupation of the building, the approved travel plan shall be put into effect.

I can confirm that this decision has been made by the Head of Development Management in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status
