## 1. Introduction

- 1.1 Sanderson Associates Consulting Engineers has been appointed by LV Care Group to prepare this Travel Plan for the new residential care home at Spaldrick House, Bradda Road, Port Erin. The location of the site in relation to the local area is shown in Figure 1 below. Figure 1 - Location of site [GoogleEarth]
- 1.2 The newly redeveloped site comprises “a 72-bedroom residential care home with associated car parking, access, landscaping and highway alterations”. The site layout plan is included at Appendix A.
- 1.3 This Travel Plan has been prepared in order to aid the discharge of condition 8 contained within the Appeal Decision Notice for application reference 17/00947/B dated 26 March 2018. Condition 8 states:

“Prior to the occupation of the building hereby approved, a staff travel plan shall be submitted to and approved in writing by the Planning Authority. Following the occupation of the building, the approved travel plan shall be put into effect.”

- 1.4 The Isle of Man’s Active Travel Strategy gives the long-term vision of being “an Island where cycling and walking are normal and realistic transport choices for people of all ages and abilities”.
- 1.5 As such, this Travel Plan assesses the current situation in the vicinity of the site and proposes initiatives and measures to encourage accessibility via a variety of transport modes. This Travel Plan includes:

Clear and unambiguous objectives to influence a lifestyle less dependent upon the private car; A package of measures to encourage and facilitate less car dependant living; and, A time-bound programme of implementation.

1.6 This Travel Plan aims to positively influence the travel patterns and behaviours of members of staff to reduce reliance on the use of private cars in travelling to the site through the encouragement of greater use of sustainable modes of travel.

## 2. Travel Plan Objectives and Targets

### 2.1 Objectives

- 2.1.1 The overall aim of this Travel Plan is to reduce reliance on the use of private cars in travelling to the site through the encouragement of greater use of sustainable modes of travel.
- 2.1.2 To assist with this, it is particularly important that employees are made aware of the sustainable transport alternatives that are available and of aspects of the site’s infrastructure that have been designed to assist and encourage their use in order that positive benefit can be taken from these and so that the number of trips made by sustainable options are increased.
- 2.1.3 By monitoring the effectiveness of the initial measures contained within the Travel Plan these shall evolve over time to ensure that targets set for modal shift are met.
- 2.1.4 The Travel Plan will remain an evolving document that will grow and develop over time. The Travel Plan will be updated at the time of each review to include the results of the travel surveys. Any alterations to agreed targets and measures contained within the Travel Plan should be agreed upon with the Isle of Man government prior to implementation.
- 2.1.5 The main objectives of a Travel Plan are as follows:

To maximise the accessibility of the site by means other than the private car/single person car journey. To encourage all staff members to travel to and from the site via alternative means other than single person car journey. To make staff aware of the benefits to be derived from the Travel Plan. To minimise the level of vehicular traffic generated by the site. To enable the development to protect and enhance the environment.

- 2.1.6 Reducing the number of vehicular trips to the site would not only improve the operation of the local highway network, reduce noise pollution and emissions but also provide benefits in terms of improved health and wellbeing of users of the site and the surrounding area.

### 2.2 Multimodal Assessment

2.2.1 The multimodal split for the site was estimated and included within the Transport Statement (10200-001-01 dated October 2017) that supported the planning application. This utilised the TRICS v7.3.2 database and the land use category 05 – Health/F – Care Home (Elderly Residential). The estimated multimodal split is replicated in Table 1.

- 2.2.2 It is predicted that 71% of trips to the site will be by people in vehicles. However, the data available does not allow an estimate to be made of single car occupancy levels.
- 2.2.3 It is estimated that 26% of trips to the site will be by active modes (walking and cycling).
- 2.2.4 It is noted that the estimates utilising the TRICS database relate to all trips to the site, not just staff.

## 2.3 Targets

- 2.3.1 The initial target for the travel plan is to aim to reduce single occupancy vehicle trips by 10% over a five-year period. The objectives and targets of this travel plan are shown in Table 3 below. Table 2 – Travel Plan 5 Year Targets

- 2.3.2 This will assist in aiming towards, and hopefully exceeding, the Isle of Man Active Travel Strategy target of 30% travelling actively by 2025.
- 2.3.3 It is considered that targets will be refined once the developed site is occupied and baseline surveys have been undertaken.

## 3. Accessibility by Sustainable Modes

### 3.1 Overview

- 3.1.1 The following sections provide an assessment of the accessibility of the site by sustainable modes of transport, to review the opportunities that exist for staff by both active (e.g. walking and cycling) and public (e.g. bus) transport modes.

3.2 Accessibility by foot

- 3.2.1 Walking is an important mode of transport in the urban area; it can replace a large number of short car journeys which contribute to congestion and pollution, and the need for car parking. Walking is the most sustainable form of transport and provides one way of reducing pressure on the environment. People walking are also travelling at a pace that gives them a greater connection with their surroundings and can have positive benefits in relation to a community's security through increased surveillance.

- 3.2.2 In relation to acceptable walking distances Manual for Manx Roads refers to Manual for Streets, which offers the following guidance:

"Walkable neighbourhoods are typically characterised by having a range of facilities within 10 minutes' (up to about 800 m) walking distance of residential areas which residents may access comfortably on foot. However, this is not an upper limit and walking offers the greatest potential to replace short car trips, particularly those under 2km. Manual for Streets encourages a reduction in the need to travel by car through the creation of mixed-use neighbourhoods with interconnected street patterns, where daily needs are within walking distance of most residents".

- 3.2.3 Figure 2 identifies 1000m and 2000m walking isochrones around the site and indicates the extent to which the local area is accessible on foot to and from the site.

- 3.2.4 The following are located within walking distance of the site: Bus stops on Bradda Road and Port Erin centre Shoprite Store in Port Erin Local retail, chemist and service facilities in Station Road, Port Erin Southern Group Practice Medical Centre, Castletown Road

- 3.2.5 However, it is important to consider the routes that would be taken to get to locations as well as the distance. To this end, street-lit footways are present between the site and Port Erin centre.

## 3.3 Accessibility by Cycle

- 3.3.1 Like walking, cycling has an important part to play in reducing congestion, improving accessibility and reducing pollution, and increased general health and fitness.
- 3.3.2 The bicycle is generally more affordable than the car and hence there are social equity benefits to the promotion of cycling. Cycling may also allow people without cars to reach destinations that they may otherwise be unable to reach. Cycling has the potential to substitute for short car trips, particularly those under 5km, and to form part of a longer journey by public transport. Furthermore, travel surveys have identified that longer cycle journeys frequently take place with 85th percentile distance of 7.4km.
- 3.3.3 Figure 3 illustrates an 8km cycling isochrone from the site and provides a general indication of the extent of the surrounding area which is accessible by cycle. - 3.3.4 Destinations which lie within 8km of the site include all of Port Erin and Port St. Mary, Ballafesson, Colby and part of Castletown.

- 3.3.5 Figure 4 shows the cycle routes in the area. Bradda Road forms part of Cycle Route 3 which connects Port Erin, Cregneash, Port St Mary, Ballybeg, Colby and Ballyfesson. Figure 4 – Cycle routes [Openrouteservice]

3.4 Accessibility by Bus

- 3.4.1 The closest bus stop to the site is located on Bradda Road on the site frontage. Stops are also present within Port Erin centre within approximately 1km. The bus map at Figure 5 shows the routes of the services in the area.

- 3.5.1 It is considered that the site is accessible by both active and public transport modes. Therefore, members of staff to the site will have options for sustainable travel that reduce the need to travel by private car.

## 4. Measures

- 4.1 Overview

- 4.1.1 This section of the report details the measures that have been incorporated into the development and will be implemented throughout occupation in order to encourage members of staff to travel by sustainable modes.

4.2 Travel Plan Co-ordinator

- 4.2.1 LV Care Group will nominate a member of the care home staff to act in the role of Travel Plan Co-ordinator (TPC) prior to the opening of the newly developed site. The details of the TPC will be passed to the appropriate department at the Isle of Man government following the appointment.

- 4.2.2 The TPC will have responsibility for the implementation and management of the Travel Plan and will have an overarching role in guiding and co-ordinating the initiatives for staff members for a period of five years from first operation of the development. The role of TPC will form part of the day-to-day duties of the nominated member of staff who will be supported by the management of the care home.
- 4.2.3 The TPC’s role will include:

Preparing a Travel Information Pack for issue to all members of staff and display on a staff noticeboard; Undertaking a baseline travel survey questionnaire within three months of the occupation of the newly developed site and provide an updated Travel Plan to the Isle of Man government within one month of compilation of the responses; Undertaking annual travel surveys over a period of 5 years following the baseline survey and supply a progress report to the Isle of Man government within one month of the compilation of responses to each survey; Raise awareness of the Travel Plan amongst staff; Ensuring that travel information is up-to-date; Offering personal travel planning to employees as required; Being the point of contact for the Isle of Man government and other relevant bodies; Inform all staff of any alterations to the travel plan, any amendments to implemented measures, any significant discussions with the management team and provide any feedback concerning progress of the travel plan and the measures employed.

4.3 Walking

- 4.3.1 Footways within the site connect to the existing infrastructure on Bradda Road.

- 4.3.2 The benefits of walking will be promoted within the Travel Information Pack and on a staff noticeboard. Information of the facilities in the local area that are accessible on foot will also be promoted.

- 4.3.3 Other measures to be implemented are:

The Travel Plan Co-ordinator will encourage employees to sign up to a walking buddy scheme to offer journey matching services, particularly for those who may feel vulnerable travelling alone. Where possible, new staff will be recruited from the local area making it easy to use alternative modes of transport to the private car. Ensure footpaths on site are lit and well maintained and that any defects on local streets are reported to the Isle of Man government. The Travel Plan Co-ordinator will review on a regular basis the level of staff walking to work and consult with employees to establish measures to encourage this activity.

- 4.4 Cycling

- 4.4.1 The available cycle routes in the vicinity of the site are detailed in section 3.3 and this information will be included in displayed travel information.
- 4.4.2 A cycle shelter is provided within the car park area. Changing and shower facilities are available for staff.
- 4.4.3 The benefits of cycling will be promoted within the Travel Information Pack and on a staff noticeboard.

- 4.4.4 Other measures to be implemented are:

To further encourage the uptake of cycling by those less confident, the TPC will promote cycle training and maintenance sessions. Bike 4 Life sessions are held at the NSC Raceway, Douglas (approx. 25 min drive). Information can be found at https://msr.gov.im/fitnessclasses/gentle-classes/bike-4-life/

Consult with the Isle of Man government regarding any defects on the local network and any potential improvements. The Travel Plan Co-ordinator will review cycle parking at the site regularly and should further cycle parking facilities be required the Travel Plan Co-ordinator will investigate increasing the number of cycle parking spaces. The Travel Plan Co-ordinator will investigate the potential to set up a ‘BikeBUDI’ scheme which offers a journey matching service, particularly for those who do not feel confident travelling alone.

The Travel Plan Co-ordinator will investigate forming a Bicycle Users Group (BUG) to encourage cycling and organise promotional events.

## 4.5 Public Transport

Bus

- 4.5.1 The footways and signalised crossing points adjacent to the site provide immediate access to bus stops. The services available from these stops are detailed in section 4.4.
- 4.5.2 The Travel Information Pack will contain information on travel by public transport including the location of bus stops and links to the most up-to-date timetables and journey planner. It will be the responsibility of the Travel Plan Co-ordinator to make sure the information is kept up to date in order to promote the use of these services.

## 4.6 Motorcycles and mopeds

- 4.6.1 There are several benefits that may be derived from the use of this form of travel. Motorcycles by their very size create less congestion and are more likely to have less environmental impact than a single occupancy vehicle. In addition, the physical size of parking requirements for motorcycles and mopeds are less. Two spaces for the parking of motorcycles are provided on site.
- 4.6.2 Concern is often raised over the safety of these vehicles and it is therefore important that any promotion of this form of travel includes the need to inform prospective riders of their obligations to undertake proper training by a recognised training organisation or trainer before use of the vehicle.

## 4.7 Greener Car Use

4.7.1 Car sharing is where people have similar journey origins and destinations and therefore share a vehicle rather than each travelling separately, reducing the number of vehicles on the network. Car Share schemes:

- 4.7.2 Car sharing will be promoted to staff with links to further information being provided within the Travel Information Pack.
- 4.7.3 Existing car sharing schemes will also be promoted to further encourage car sharing. Further details of a car sharing schemes can be found at https://www.gov.im/categories/travel-trafficand-motoring/liftshare/ and https://liftshare.com/uk. Staff will also be encouraged to make car sharing arrangements with one another.

- 4.7.4 The way a car is driven, it’s loading and maintenance can affect fuel consumption and hence the impact on the environment. The Theory Test to be passed by all learner drivers contains questions on such matters. Unfortunately, many of the answers to these questions tend to be forgotten once the test has been passed. It is therefore of value to remind drivers of the advantages that can be gained from these good practices. Examples are:

Advantages can be gained from simple attention to the pressure of car tyres through to the use of roof racks and regular servicing at the manufacturer’s recommended intervals. The manner in which a vehicle is driven significantly affects its fuel consumption and drivers need to be aware that bad driving practices such as harsh acceleration or braking can be a major influence. The choice of times to drive and careful route planning also affect both the financial running of a vehicle and the basic pleasure of driving. Benefits will be found not only by the users of the vehicles but to the general public by the possible reduction in congestion and overall environmental impact.

- 4.7.5 All of the above will raise awareness in the part that every car driver can play in reducing congestion, saving energy, improving the local and national environment and contributing towards measures to reduce global warming.

## 5. Monitoring and Reporting

- 5.1 Initial staff travel surveys will be undertaken by the TPC within three months of first operation of the site. Following this, modal travel surveys will be repeated annually for the lifetime of the plan. The proposed staff travel survey is attached at Appendix B.
- 5.2 Results of the initial travel surveys will allow realistic targets to be set and these will be continually reviewed throughout the lifetime of the Travel Plan. Results of the travel surveys will be compiled by the TPC and will be reported to the Isle of Man government within one month of response collation.
- 5.3 Targets will be agreed with the Isle of Man government and other relevant bodies and will not be changed without consultation and agreement.
- 5.4 If targets are not met, an Action Plan will be prepared by the TPC in conjunction with the Isle of Man government. An Action Plan will usually contain an annual program of measures designed to help achieve the Travel Plan targets. It will set out the tasks involved, the person(s) responsible and dates by which the measures will be achieved over the next 12 months.

## 6. Promotion and Marketing

- 6.1 Sanderson Associates will provide LV Care Group with a copy of this Travel Plan when approved. It is the responsibility of LV Care Group to nominate a member of the care home staff to act in the role of Travel Plan Co-ordinator (TPC) and make staff aware of the Travel Plan and their responsibilities in relation to this.
- 6.2 The TPC will develop a series of travel plan measures and monitor the Travel Plan for five years from first operation of the development.
- 6.3 A Travel Information Pack will be prepared and a copy of this will be provided to members of staff. The Travel Information Pack will include information on sustainable travel options in the vicinity of the site. Links to further information such as timetables and journey planners will also be included as well as contact details for the TPC. The same information will be displayed on a noticeboard within a staff area and it will also be investigated whether it is possible to include it on the site’s website.
- 6.4 It will be the responsibility of the TPC to prepare annual newsletters that will be distributed to members of staff and displayed on the noticeboard which will provide an update following each travel survey and give the latest information on travel options.

## Travel Survey Questionnaire

This Travel Survey Questionnaire will allow a picture to be built up of the way members of staff choose to travel to/from work. From this, the Travel Plan can be developed and adapted to the specific needs of staff members.

This will help the Travel Plan in its aims to:
