The following application is to be assessed against the criteria set out in Part 3 - Minor Changes Applications of the Town and Country Planning (Development Procedure) Order 2019 specifically Articles 21, 22, 23 and 24.

## BASIS OF APPLICATION

- 21(1) This is the only minor changes application that has been made in respect of any particular grant of planning approval.

- PASS - relates to 19/01396/B and no MCH applications have been made to date

- 21(2)(a) The Minor Change Application relates to the grant of planning approval in respect of a building

- - PASS - relates to the erection of dwellings

- 21(2)(b) The application specifies what minor changes are being sought

- - PASS - the application states that the proposal is to amend the positions of two dwellings slightly within their plots so that there are is more length to the drives on the frontage to improve the street scene by adding increased landscaping and tree planting.

- 21(2)(b) The application specifies why the applicant considers the minor changes to be of a minor nature

- 1 No change to the house type or elevations is proposed.
- 2 No change to the plot boundaries is proposed.
- 3 Generous privacy distance is maintained with the closest distance between the proposed location and existing properties is at least 30.5m. The properties do not directly face each other.

- 23(1)(a) The Minor Change does not significantly increase the size or scale of the development in question

- - PASS - does not increase size or scale. The proposed changes result in the properties being moved further back on each plot and the driveways increased from 7.6m to around 10m. An additional tree is to be introduced on plot 2.

- 23(1)(b) The Minor Change does not significantly change the nature of the development in question

- 23(1)(c) The Minor Change does not result in an approval which, at the time of approval, complied with a Development Plan, National Policy Directive or a Planning Policy Statement, ceasing to do so

Whilst the position of the properties is being changed this results in a very minor change to the distance separating the existing from the proposed dwellings and these distances remain well in excess of the 20m below which there is generally considered to be a potential issue with privacy (Residential Design Guidance 2019). In any case the proposed dwellings are not positioned to be directly facing existing properties.
