1.1 The site is the residential curtilage of 33, Market Street, an existing end of terrace property located towards the northern end of Market Street which is one of the narrow vehicular streets which links the town centre with the promenade (Shore Road). At the northern end of Market Street, the junction with Shore Road is marked by the Marine Hotel on the eastern side and Imperial House, a substantial traditional building subdivided into apartments.

1.2 The application building is a two storey traditional cottage which has a single storey building attached which has a lean-to slated roof leading up to the gable of the main building. The building is largely screened from Market Street by an existing one and a half storey wall fronting onto Market Street although part of it is visible through the gap between it and Imperial House. - 1.3 There are two small windows in the outbuilding, one on the elevation facing Imperial House and one facing into the rear yard. One is a single light and the other a half and half subdivision with a top opening top hung casement. THE PROPOSAL

2.1 Proposed is the replacement of these two timber framed windows with white uPVC framed windows, both single lights and the one looking towards Imperial House top hinged opening. PLANNING POLICY - 3.1 The site lies within an area of Mixed Use on the Peel Local Plan of 1989 and within the town's Conservation Area. As such, development is required to preserve or enhance the character or appearance of the area and should not adversely affect the streetscene or the living conditions of those in neighbouring properties (EP35, PPS1/01 and GP2). PLANNING HISTORY - 4.1 There are no previous planning applications which are relevant to the consideration of the current application. REPRESENTATIONS - 5.1 Peel Town Commissioners have no objection to the application (13.12.18).

5.2 Highway Services have no highway interest in the application (12.12.18). ASSESSMENT - 6.1 The windows are neither prominent nor particularly important characteristics of the area nor do they contribute significantly to the character of the Conservation Area. Their replacement with plastic framed windows of a similar style to that which is currently most publicly visible will have a neutral impact on the Conservation Area and is therefore taken to preserve the character of it. The new windows will not have any impact on the living conditions of those in Imperial House as they will offer no change in the relationship between the two buildings. CONCLUSION - 7.1 The application is considered to accord with the relevant policies are is supported. INTERESTED PERSON STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013 Article 6(4), the following persons are automatically interested persons:

- (a) The applicant, or if there is one, the applicant's agent;
- (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested;
- (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material
- (d) Highway Services Division of Department of Infrastructure and
- (e) The local authority in whose district the land the subject of the application is situated. 8.2 The decision maker must determine:

- o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and

- o whether there are other persons to those listed in Article 6(4) who should be given Interested Person Status.
