## Officer’s Report

1.0 Description - 1.1 The proposed application 18/00529/GB for alterations, erection of extension to South elevation, installation of roof lights, replacement of railings to boiler room, provision of external screening and internal alterations to provide toilet, kitchen, multi-function space and cafe facilities (In association with 18/00530/CON) was approved on 09/09/2019 subject to 3 conditions some of which required submission of additional information prior to the commencement of works. - 1.2 This report is specific to Condition 3 which the applicants are seeking to satisfy. - 1.3 Specific wording of the condition as follows:

"C3. Prior to the undertaking of any works to the roof structure, a survey for bats must be undertaken and the report approved by the Department, to ensure that this species which is protected under the Wildlife Act 1990, are not endangered. If any bats are found,

appropriate mitigation must be included in the report and undertaken in accordance with the approved details.

Reason: to accord with Environment Policy 4 of the Strategic Plan."

2.0 Proposal - 2.1 The applicant's agent have now submitted an application and the report 'Peel Cathedral bat survey' by the Manx Bat Group which concludes that there are no bats using the roof as a roost as well as methods to ensure work is carried out safely and what to do if bats are discovered.

3.0 Consultation - 3.1 The DEFA Ecosystem team was consulted for advice on the satisfaction of condition. The advice received on 24/07/2023, after their review of the submitted documents, concludes that they are pleased to confirm that the information satisfies the relevant clauses.

4.0 Recommendation - 4.1 In this instance of the submitted application as well as the report 'Peel Cathedral bat survey' and after consultation with the case officer, who are happy with the level of detail, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning condition 3 of application 23/10071/AIR.

I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
