Officer’s Report Description

1.1 The proposed application as for the erection of a single dwelling house to replace an existing building which was approved on 11 January 2023 subject to nine conditions some of which required the submission of further information prior to commencing works. - 1.2 This report is specific to Condition 7 and 8 which the applicants are seeking to discharge. - 1.3 The specific wording is;

- 7. No development shall be commenced until a hard and soft landscaping scheme has been submitted to and approved in writing by the Department. Such a scheme shall include details of all walls, fences, trees, hedgerows and other planting which are to be retained; details of all new walls, fences and other boundary treatment and finished ground levels; a planting specification to include native boundary planting; the location of grassed areas details of the hard surface treatment of the open parts of the site and a programme of implementation.

All landscaping shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed in writing with the Department. Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department.

Reason: To ensure the provision of an appropriate landscape setting to the development.

- 8. No development shall commence until a schedule of materials and finishes and samples of the materials to be used in the construction of the external surfaces, including roofs, have been submitted to and approved in writing by the Department. The development shall not be carried out unless in accordance with the approved details. Reason: In the interests of the character and appearance of the site and surrounding area.

Proposal

2.1 The applicant's agents have now submitted a drawing which denotes the areas of planting of native species trees, grass areas around the dwelling, the areas of driveway, hardstanding and turning areas and the relevant boundary treatments featuring a traditional sod bank to the east elevation, strengthening of the existing hedge to the north and post and wire fence to the south and west. - 2.2 ALso submitted is a maintenance schedule for Planting and aftercare methodology schedue and is read in conjunction with the above plant refrenced 4E, JOB NO: WL/22/1547. - 2.3 A statement also confirms the level of finish and materials to be used are; Roof finish to be natural slate, Walls to be smooth sand/cement rendered and painted, Windows/doors to be upvc framed, Rainwater goods to be black upvc.

Recommendation 3.1 In this instance the submitted details and drawings are deemed sufficient to achieve the desired outcome as recommended by the case officer and would be satisfactory to discharge the planning conditions 7 & 8 of this planning application.
