Officer’s Report THE SITE

1.1 The site is a unit within the complex of shops on the western side of Bridson Street but facing into a shopping area which has the frontages of these units and the large Shoprite supermarket. The units back onto Bridson Street and have pedestrian and delivery access from here but customers approach the units from the west. A communal customer parking area separates Shoprite from the units with additional reserved spaces to the north of the units. - 1.2 The application site is a unit which has approval for the serving of hot food to take away (17/00242/B). THE PROPOSAL

2.1 Proposed is the installation of signage on the western elevation within a board above the frontage where signage would normally be mounted. The sign is a timber effect finish with lettering all in vinyl, stating either "Pizza Eataly Take Away t: 665505" or "Pizza Eataly Take Away THE ART OF MAKING QUALITY PIZZAS" with the appropriate telephone number. No illumination is proposed. - 2.2 The planning process does not control the content of a sign, just its materials, size and general form (Regulation 5(3) of the Control of Advertisements Regulations 2013). PLANNING POLICY

3.1 The site lies within an area designated on the Area Plan for the South as Mixed Use. The area is also highlighted as one where Mixed Use should be retained (Site 21) as the site is in a key position close to the village centre. - 3.2 Guidance is provided in the Strategic Plan for advertisements as follows:

General Policy 6: Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:

- (a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;
- (b) are in keeping with and do not detract from the surrounding area; and
- (c) are located so as not to cause a highway safety hazard.

3.3 The site lies outwith the proposed Conservation Area for Port Erin. PLANNING HISTORY

4.1 The site has been the subject of various applications for different commercial uses, none of which is considered relevant to the current proposal. REPRESENTATIONS - 5.1 Highway Services indicate that they do not have any interest in the application (16/06/17).

5.2 Port Erin Commissioners support the proposal and have no preference as to which lettering is proposed (14/06/17). ASSESSMENT - 6.1 The area is characterised by similar sorts of signage, none of which is particularly eye-catching or striking and what is proposed is no different from this, in fact less conspicuous due to its timber effect colouring. What is proposed will sit comfortably within the group of shops and is acceptable. It may be useful to clarify that the wording on the sign is not subject to particular control. INTERESTED PERSON STATUS - 7.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons:

- (a) The applicant, or if there is one, the applicant's agent;
- (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested;
- (c) Persons to whom notice has been given under regulation 10(3)(a)(i)
- (d) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material;
- (e) The Highways Division of the Department of Infrastructure;
- (f) The Ports Division of the Department of Infrastructure;
- (g) The operator of the railway or tramway; and
- (h) The local authority in whose district the land the subject of the application is situated.

The advertisement(s) hereby granted consent shall be begun before the expiration of four years from the date of this notice. Reason: To avoid the accumulation of unimplemented advertisement consents.

N 1. This approval does not specifically control the content of the sign so either of the proposed illustrations of wording would be acceptable, or any other wording with the same material and general form of lettering as shown. See Regulation 5(3) of the Control of Advertisement Regulations 2013.

This approval relates to the submitted location plan and photographs all received on 18th May, 2017.
