The Commissioners wish to submit their views on the following planning applications:-

17/00258/B Mr J Callow The Beeches Lezayre Road Ramsey - Installation of sod bank to eastern boundary of field 134001 Bride Road Lezayre. **Approved Unanimous.**

17/00260/B Mr Bibby and Mrs Christian Seafield Farm Bollyn Road Ballaugh - Alterations and extension to existing Tholtan (in accordance with condition 5 of PA 15/01134/B - Land adjacent to Allandale Farm Ballamanagh Road Sulby. **Refused Unanimous.** There has been a long history of planning applications for this site, with the eventual approval of the house that is now on the site granted under PA15/01134/B. Condition 5 of this approval states that the Tholtan shall be restored, in accordance with details which shall first be submitted to and approved in writing by the Department, or removed within a period of four years from the date of first occupation of the property. My Commissioners would like to draw to the attention of the planners paragraph 24 and 25 of the appeal document for PA09/1719/REM where the applicants indicated their intentions for the Tholtan. "24...if it is to be retained, details of the restoration of the Tholtan for purposes incidental or ancillary to the residential use of the new dwelling. 25 The applicants have indicated that the Tholtan is to be restored and used for storage and stabling ancillary to the dwelling, details of which would be subject to a future application....."

The applicant should develop the Tholtan as previously indicated for storage and stabling ancillary to the dwelling. It should not be converted into a dwelling, which will create further drainage requirements and additional parking on the site. Although the applicant has indicated residential use for this application, we are unclear of its future use; tourist accommodation for example. If the planners are mindful to approve this application then the Commissioners would suggest that conditions are in place to restrict the use of the Tholtan only incidental or ancillary to the main dwelling.
