The proposal is to construct a new motorcycle showroom within the carpark/forecourt of an existing car showroom. The car park is shared with a restaurant. Part of the proposed building is to be built on public highway. The southwest corner of the proposed building will be constructed within the visibility splay of the adjacent lane and obstruct visibility of vehicles approaching from the roundabout to the north.

The internal layout of the carpark indicates 2 areas for the parking of motorcycles; however these ares are not accessible with proposed layout due to adjacent car parking spaces. Car parking space no 9 does not meet the minimum criteria for car parking.

A car parking survey would be required to demonstrate that there is sufficient car parking availeble at the relevant peak times of operation of the restaurant and the car showroom.

Highway Services reccomends that the application is refused on the grounds that the proposal will be constructed on public highway; the proposal will obstruct visibility for vehicles using the adjacent lane; it has not been demonstrated that sufficient car parking can be accomodated on site. The application fails to satisfy GP 2 (h) & (i) and TP 7.
