Officer’s Report THE SITE

1.1 The site is the curtilage of the bowling green and cafe situated at the end of the Marine Parade in Peel. The site has along its frontage a sandstone wall with a circulate entrance to the cafe to the left of which is "CAFE" painted in white lettering. THE PROPOSAL - 2.1 Proposed is the erection of an aluminium sign of the same size as the existing lettering. This will advertise the cafe and bowling green with illustrations of a green and bowling balls, along with a contact telephone number. The sign will be 2.4m by 0.9m in area and positioned 1.8m above pavement level. There will be no illumination of the sign. PLANNING POLICY - 3.1 The site lies outwith Peel's Conservation Area but abuts it, where the following guidance on signage is provided within the Strategic Plan:

"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:

- a) are of a high standard of design and material and relate well to the building and site on which they are to be displayed;
- b) are in keeping with and do not detract from the surrounding area; and
- c) are located so as to not cause a highway safety hazard" (General Policy 6).

Environment Policy 36 states; Where development is proposed outside of, but close to the boundary of a Conservation Area, this will only be permitted where it will not detrimentally affect important views into and out of the Conservation Area."

3.2 The site is designated as Tourism on the Peel Local Plan of 1989. PLANNING HISTORY - 4.1 Planning approval has been granted for alterations to the cafe building and bowling green, none of which are considered relevant to the consideration of the current application. Planning approval has also been granted for redevelopment of the site to the east for hotel (PA 05/01277/A) but not implemented. REPRESENTATIONS - 5.1 The Highways Division of DoI indicate that they do not object to the application (01.08.16).

5.2 Peel Town Commissioners raise no objection to the application (26.07.16). ASSESSMENT - 6.1 In this case the critical issue is the visual impact of the sign on the character and appearance of the area, paying particular attention to the fact that the area is alongside a Conservation Area.

6.2 The area is very much dominated by the sea and beach and at this end of the promenade, the sandstone rocks. The landward side buildings are part of a long streetscene which recedes back across the brooghs to the higher buildings standing alongside Mount Morrison and Victoria and Peveril Terraces. This particular part of the streetscene is very much dominated by the sandstone wall and quirky circular gated entrance to the cafe behind which are visible the more modern cafe and bowling green buildings. The sign occupies a relatively small part of this stretch of walling.

6.3 The lack of visibility of the cafe behind the wall leads to an understandable desire for advertisement and what is proposed matches the existing CAFE lettering in area and position although has more colour. It also advertises the bowling green which is not included in the existing lettering advertisement. The advertisement relates to the property on which it will be placed and given all of the above, it is considered that the proposal is acceptable. PARTY STATUS - 7.1 By virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, the following persons are automatically interested persons:

- (a) The applicant, or if there is one, the applicant's agent;
- (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested;
- (c) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material, in this case the Highways Division of DoI and (e) The local authority in whose district the land the subject of the application is situated.

With effect from 1 June 2015, the Transfer of Planning & Building Control Functions Order 2015 amends the Town and Country Planning Act 1999 to give effect to the meaning of the word 'Department' to be the Department of Environment, Food and Agriculture unless otherwise directed by that Order.

- C 1. The advertisement(s) hereby granted consent shall be begun before the expiration of four years from the date of this notice. Reason: To avoid the accumulation of unimplemented advertisement consents.

- C 2. If the advertisement hereby approved is no longer required, it must be removed. Reason: to avoid the display of unnecessary signage.

This decision relates to drawing 001, the location plan also reference 001 and the visualisations, all received on 23rd June, 2016.
