Good morning everyone, I have read the agenda for Tuesday and have additional information for the Planning Committee regarding the following applications:

- PA 15/00993/B Current planning applications are assessed against the requirements of the Isle of Man Strategic Plan 2007 and the parking standards and policies supersede all previous standards. Parking standards are 2 spaces per dwelling and have been provided; the proposals have provided turntables to allow vehicles to enter and leave in forward gear; the required visibility splays have been provided.

General Policy 2(h) requires that the development “provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space;” The above criteria has demonstrated that this has been provided.

South Cape in Laxey is characterised by residential accesses on both sides of the road and additional accesses with good visibility are unlikely to have an unacceptable effect on road safety; there is sufficient capacity on the highway network to accommodate the additional traffic movements. The speed limit on the road is 30mph and traffic surveys at Fairy Cottage close by indicate that the speed limit is generally adhered to; there are no parking restrictions on this length of highway and is not unusual to find vehicles parked on the highway in these situations.

- PA 16/00179/B The Strategic Plan requires 2 off road parking spaces for each apartment and proposal only provides 1 space for each. One of the spaces is only 5m long which is often acceptable however I this case the space abuts the bedroom windows of one of the apartments and as such any vehicle is likely to be parked farther from the building possibly overhanging the footway and obstructing pedestrians.

The car parking standard can be reduced in a town centre location where the residents have pedestrian access to sufficient facilities and frequent public transport links that they are able to access employment, social and shopping opportunities without the need for a personal vehicle; there should also be sufficient publically available parking such that there will not be additional pressure on an existing parking problem.

Andreas is a village with limited employment, social and shopping opportunities and the public transport links are far from frequent with only 8 buses from Ramsey to Andrea and 7 buses from Andreas to Ramsey on a week day, less at the weekends and no evening service at all. There is no direct service with any other part of the Island.

On road car parking has caused sufficient problems in the vicinity of the application site that there are parking restrictions and disc parking throughout this area. (see attached plan).

The existing use as a dwelling will also require 2 car parking spaces, the proposal will double the parking requirement without providing any additional parking in an area that parking is already a problem.

If the application is to be approved please add the following condition: Prior to the occupation of any dwelling the car parking shall be provided and remain free from obstruction thereafter. Reason: in the interest of highway safety. Regards Hazel
