1.1 The application site is the residential curtilage of a two storey semi-detached property located on the northern side of Erin Crescent in Port Erin. The existing dwelling has a single storey attached garage on the end gable. THE PROPOSAL

2.1 The application seeks approval for the erection of first floor extension above the garage. PLANNING HISTORY - 3.1 There has been one previous planning application at the site, although this is not considered to be materially relevant in this case; PA 15/00768/B - erection of rear extension Approved DEVELOPMENT PLAN POLICIES - 4.1 In terms of local plan policy, the site lies within an area designated as 'Predominantly Residential' on the Area Plan for the South 2013. General Policy 2 from the Isle of Man Strategic Plan 2016 is considered relevant to the assessment of the proposal along with the recently released Residential Design Guidance 2019.

4.2 General Policy 2 states (in part): 'Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

- (b) respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them;
- (c) does not affect adversely the character of the surrounding landscape or townscape; (g) does not affect adversely the amenity of local residents or the character of the locality;

5.1 Port Erin Commissioners - in support (09/12/2020).

5.2 Department of Infrastructure Highway Services - Do not oppose (04/12/2020) - no significant negative impact upon highway safety, network efficiency and /or parking

5.3 No comments received from neighbouring properties. ASSESSMENT - 6.1 The application seeks approval for the upwards extension of the existing garage to provide additional living accommodation at first floor level. The extension will not result in any over-development of the site and its finish will be in keeping with the appearance of the existing property and general estate and it is recognised that similar forms of development have been undertaken in close proximity to the application site. The extension retains a subordinate appearance to the main house and there will be no adverse impacts on the street scene. The property sits at the end of the road and alongside a small area of open space, there are no neighbouring properties considered to be adversely affected as a result of the development through light or privacy impacts. CONCLUSION - 7.1 Overall, it is concluded that the planning application is in accordance with aforementioned General Policies of the Isle of Man Strategic Plan 2016 and Residential Design Guide 2019 and is recommended for approval. INTERESTED PERSON STATUS - 8.1 By virtue of the Town and Country Planning (Development Procedure) Order 2019, the following persons are automatically interested persons:

- (a) the applicant (including an agent acting on their behalf);

- (b) any Government Department that has made written representations that the Department considers material;
- (c) the Highways Division of the Department of Infrastructure;
- (d) Manx National Heritage where it has made written representations that the Department considers material;
- (e) Manx Utilities where it has made written representations that the Department considers material;
- (f) the local authority in whose district the land the subject of the application is situated; and
- (g) a local authority adjoining the authority referred to in paragraph (f) where that adjoining authority has made written representations that the Department considers material. 8.2 The decision maker must determine:

- o whether any other comments from Government Departments (other than the Department of Infrastructure Highway Services Division) are material; and
- o whether there are other persons to those listed above who should be given Interested Person Status
